Frances Huntley-Cooper Appointed to MATC District Board; 2 Members Reappointed

Frances Huntley-Cooper, administrator of Worker’s Compensation in the Wisconsin Department of Workforce Development, was appointed Wednesday to the MATC District Board. Current Board members Carousel Andrea Bayrd and Carolyn Stoner were reappointed to new, three-year terms.

Frances Huntley-Cooper worked for 28 years in the Dane County Department of Human Services in the area of child protection and delinquency. Her civic leadership has included serving as president of TEMPO, president of the NAACP Madison Branch and member of the board of directors of The Madison Times. In 1991, she served as mayor of Fitchburg - the first African American to be elected mayor of a Wisconsin city. Huntley-Cooper has also served as chair and vice-chair of combined campaigns for the United Way of Dane County and was named one of the YWCA’s Women of Distinction in 2002.

Carousel Andrea Bayrd is a Madison civil rights attorney who also serves on the Dane County Board of Supervisors and the Madison Equal Opportunities Commission. She has been a member of the MATC District Board for the past three years. Carolyn Stoner is a retired public school and CESA district administrator first appointed to the board in 2005. A resident of Helenville, she has served in leadership roles with the Workforce Development Board, Jefferson County Education for Employment Consortium, and numerous other civic and professional organizations.
